The Forbidden and Limited list shows what cards are allowed in a duel and how many copies of a card you can have in a deck. There have been many cards that have been banned since the first list like Chaos Emperor Dragon-Envoy of the End, and other cards are only there for one list. Monster Reborn, a popular card among the community, has been banned since 2003 but just recently it has been limited to one copy per deck and that list has been implemented as of February 5, 2018. On that list they also banned a couple cards for pendulum magicians which are one of the most consistent decks in the meta-game causing them to dominate the field and wreak havoc on other decks trying to have their time in the spotlight. Konami, lately, has been doing a fine job creating these lists.
